creating a mailing list - i guess this goes in here?

Hello everyone, I've been learning html and css for a little while, but have managed to create a site for a client. However, I'm just learning all this. I read a few tuturials but do not understand the concept or steps to make it happen.

I want to improve marketing for the site, as this is what they've asked me to do. I'm interested in learning it and think creating a mailing list is the next step. All I want to do is have a little box for subscribers to enter their email and click send. This then adds them to my mailing list, of which I'll alert them to important dates, new articles and news.

Can anyone help me out?
