Floating Panel

Hi Guys,

I need your advice, what technology? or is there a web application do the following?:
- A web presentation panel I can easily interact with objects in this panel
- Add, modify and delete objects

I think I can do that with JQuery? I'm not sure, I have attached a jpg picture for what is in my mind.
