how to develop full screen webpage?

I am very new in developing website. I was requested to build a full screen website without using flash. I was requested to build a full screen webpage using javascript but i have no idea how to do it at all. I plan to build the site by using php. The page is suppose to be in full screen no matter which computer screen i use it to view. My teammates requested that i have to do it without using flash and they said it is possible to do it in java because they heard of it before.

And tell us why they want you to use java script? Are you making a static web page or should it have animations etc. It sounds like they want you to make a site with animations on it.
