Content Box (see attachment)

Hello folks,

I need to implement a Content-Box, created by a webdesigner, in html+css.

This is the Content-Box:

The problem is, that the box should be dynamic in width and height (percental values), so that I can't work with a fixed background.

How could I do this?

Personally, I can think of a few ways of doing it but it would depend on what the content will be and how the html+css coding is currently set up.
