Website Directory Advice?

Hello, I'm currently making a troubleshooting and maintenance website.

the problem I am having is making the website look like this:

Here's an example of how I want the website to look when I'm on the sec
E:\website\Maintenance\defrag\01

Here's a structure of how it will/should look like:

Home:

Maintenance
... defrag
............ 01
............ 02
........... 03
... disk clean up
........... 01
.......... 02
........... 03
Troubleshooting
... powering up

I think you get the idea of how I want it to look, how would I achieve this? Do I setup different folders within the site root?

The website is for offline only viewing, and won't be hosted on a website.
