NEWBIE: What type of web page to use... And how to embed a powerpoint?

Hello Forum,
As you may or may not have guessed, I'm a total newbie to web development. I am wanting to create a website which will be used for tutorials on maintaining and troubleshooting a computer.

Below is an image of a basic layout which I have created:

As a total newb I have no idea what type of language I should use. I can create it using any program.

If it's any help I also want to implement a powerpoint slideshow which can be expanded into a box as shown below:

That pop up effect can be achieved with a lightbox. Just Google Javascript lightbox. As for powerpoint, it cannot be directly embedded in web pages so you would need to use flash or something else instead.
