How to build a simple photo upload and caption site

Hi there, I want to create a very simple (in idea) website where users can easily upload a photo and write a caption underneath. then people can comment on it.

basically a clone of tons of sites or like http://cheezburger.com/Builder

I would like for people to be able to upload to a free service like picasa/imgshack, etc if possible so I don't have to host the photos myself

I unfortunately have very little web design/development experience. I have used wordpress, drupal, etc but that's about it.

any template I can use?
