Save email to workfolder

Is there a way to generate an email from data of the database and then send this email in the workfolder of the an email application. This is for internal use only and everyone has the same application. I have some code that I developed under vb. I know that it is impossible in php, but was wondering if JavaScript or any other web language could do it.
