How do you find cheap domains with good traffic?

You can't.

You either purchase a new domain name for whatever the domain registrar charges for it.. you can scan soon-to-expire domains and snap them up if they are not being renewed... or you can buy domains off someone. If a domain is getting decent traffic and has a high PR you will have to pay a fee for that...
