Google AdWords costs?

Regarding the costs associated with a Google AdWords campaign - what is the going-rate charged by agencies who manage PPC/AdWords campaigns? I am aware that some charge 5% of the total costs of the campaign but know that it does vary.

Is there an average? Thanks!
