Is there such a thing as artificial intelligent SEO application?
If so how would it work in theory?

Timing & Placement, I don't see why there couldn't be a good AI Seo tool. The thing Google loves is consistency but not too consistent. If there is a specific pattern, it will have a higher risk of being detected. The best thing to do is setup a good workflow so that there won't be a need for AI. ;)
