How to post image icons on a page?

I am a beginner for Dreamweaver and wonder if anyone could help me out?

I want to post 16 image icons on a page of my webpage (they will be linked to new pages), with each icon followed by a short description. What should I do to post the images in 4 column and 4 rows format?

i think it ought to be 2 column and 16 rows.
