What's a good website dev tool for use with MySQL?

Hello. I'd like to make a dynamic website where a user can choose search criteria and then see a table of the resulting data from a MySQL database I have.

Now, I know how to do this, but I'm not an artist, so I can't make a pretty website with nice-looking buttons, menus, images, etc. So I figured I needed to use website development software instead of doing all the coding myself.

Can someone recommend some good ones (open-source or commercial) where you can add your own PHP or Python to pull data from a MySQL database?
