Video Conferencing, Digital Whiteboard...

I have a client who wants to use video chat and a digital whiteboard for online instructing.

Is this relatively easy to implement?

I have a buddy who is good with PHP and I was looking at TokBox for the video and although it's free I think their is a decent amount of coding($) to get it implemented.

My buddy has never coded for video or digital white boards, so he wasn't too much help.

So I'm looking for someone to tell me how difficult and time consuming it is.
