uploading images to a site.?

hey guys/girls. so here is were i get lost. my friend would like to create a site were you can upload pics and vids a bit like twitter and facebook. here is my question. how can i get the site my self to say ""click here to upload your pic/vids"" without them having admin powers. instead of an admin loading the pics to the site how can i get the public to load there own pics to the site. is there a script that can be used for this or something so this may be done.

You need to learn a server-side scripting language which can do this

PHP, .NET, coldfusion, JSP, ASP to mention just a couple

You can also look for some free upload gallery scripts. Maybe you might strike gold although learning is a better path to take
