CSS Framework

Hi guys!

I have been googling a bit about css frameworks. And I have been reading at Wikipedia and some other sites. But I can't really understand what a CSS framework is, and why I should use one.
I am working a lot with Wordpress, and someone once told me that I should start to use a CSS Framework, but he never explained to me why.

Could someone explain to me briefly what a CSS framework is, and why I should start to use one?
