I've never caught on to CSS but for some simple hover features. Now a days, I'm hearing that HTML should not be used to design and that CSS should be used. Can someone tell me what CSS and HTML is supposed to be used for?

DO NOT USE HTML TO MAKE THIS LOOK A CERTAIN WAY ----- That is what CSS is for.

Use HTML only for text and links and images, you catch my drift.

Don't use tables.
