how can i enable "register link" for my forum ?

Hi all my 1th post
around one week , i am confusing about this subject !
i hosted a phpbb forum on sourceforge but i can't activate the "register link" on the board with many effort !

this is an example of a true forum :

even at its guide i can't find any about it !

i changed some of options on Administrator control panel ! (no success)
i hope a master disabuse me !

With the Hoste Apps implementation of phpBB, users that are registered with SourceForge.net will be able to access the forum.
