Is it helpful ot add w3 css and html badges to sites or is it tacky?

Hmm idk I guess it's based on preference and whether or not the pictures used as badges look stylish or not. I would say as long as they are in an unobtrusive location on your site (probably close to the footer maybe near the copyright) it would look fine.
