Questions on my first site design?

Hello,

Just starting on my first site for my laser welding business. I'm using Photoshop CS4 and Dreamweaver CS4. Both of which I just started with last week. I found a site of another business similar to my own. I really like their site. Just have some questions.

What effects are used on the pics? Also is this a good design? Finally for this being my first site am I trying something over my head?
