want to design a website, best place to go?

any help would be very much appreciated, i am looking to make a website for starting a small business, i have looked at alot of the web design programs from google but im unsure whats best to use, i have seen websites that you can design online but im unsure if this is best, i dont need to have a checkout on the site.

i have designed sites in the past but it was a few years ago and i don't know who is best to use?

I've done a couple sites using Google sites. I actually like it. There were a couple holdbacks, but you can work with/around them.
