Hi,
Can any one tell me some simple steps to build my website from development to publishing on the web without programming?

The answer is great difficulty. You could use something like Dreamweaver using the WYSIWYG (what you see is what you get) editor. However this doesn't create very code. Furthermore often you will find that what it does generate will not display correctly in all of the major browsers.

Honestly, I would say learn HTML. I sent my brother to a few websites and he created a web page in a weekend. It really isn't difficult. With HTML under your belt you can look into CSS and do anything you want really.
