YouTube's post-submission review effect, how is it done?

I'm at a loss after failing to understand the source code behind this (http://s4.tinypic.com/27yy7ms.jpg) effect. Do any of you know a way to achieve it (including the button change)?

its not an effect, its a database script that takes you to a php/asp "post review" page allowing you to review your post before it gets logged into the server's database.
