I would like to start a website

How difficult and approximatly how much money would it cost to develop a website that contains the following:

A register page: for a customer to plug in demographical information
For example containing: name, address, phone, email. This would lead to the generation of a login name and password.

I will have cards that expire every 365 days with randomly generated numbers, that once a customer logs into the website, plugs-in the card number, the 365 day countdown starts.

I would need a database with all the customer information containing demographics, ect.
