Need help with links

Is it possible to give part of the background hyperlinks? My girlfriend wants me to help her design a page and she wants links to be with the background. This is the website to give you an idea of what I need. I need to make the images links.

Image maps do this; often used with a real map, say of the USA, with towns marked and when you hover over each town it has a different link. Also used on photographs showing wseveral people and different links for each.

You can either do it over a background-image or over a normal image.
