Fixed Top Frame

Hello Everyone,

I'm not new to designing web pages, but am new to using frames. I would like to use a fixed top where the page scrolls up underneath it as a person reads the text.

I have not been able to find a tutorial for this - there seems to be everything else such as side-by-side or multiple frames on a page.
