Hello Friends,
I want to launch a personal website,what is good to use for designing a website?
Is sharepoint 2007 or microsoft publisher a good idea ??

There are lots of options.
Set up a blog which requires no coding knowledge, you just choose a template and use the edit button.

http://wordpress.com/ choose one of the themes on the Features page.
Use a free online template; Google for free website templates.
Use a website coding program like:-
Coffeecup http://www.coffeecup.com/
or Dreamweaver (expensive)
http://www.adobe.com/products/dreamweaver/
which will do the coding for you or you can do the coding manually.
Don't use FrontPage which is out of date. Microsoft Expression Web is a new MS alternative similar to Dreamweaver.
Use Notepad and do it all manually. Use online tutorials to help you:-
