Can anyone point me to a good translation service, that functions as SaaS or provides an API where I can hook into to translate my webpages on the fly? I am looking to translate to Chinese.

Translation from European languages like English into Chinese are poorly done by software. Much of the resultant text will be nearly incomprehensible and unreadable after translation. Even a poor human translator will be better than a good software one at this point. If you have static pages, then getting a person to do the translation is the way to go. If you do use computer translation, keep in mind that you probably won't get a lot of traffic n the Chinese pages as they'll be really hard to figure out what the text is saying.
