What (if any) options are there for form submissions from a site that can't use cgi scripts?

If by CGI you mean PERL, you could use PHP. You don't even need a mail server as there are mail sending thing in PHP.

If you mean you can't run any scripts, then use a hosted form script on an outside server. You can find these at http://hotscripts.com under the "remotely hosted" category.
