Best way to open a new window

I've been out of the Web Design field for a while and I am just wondering what the most popular (cross browser) method for opening new browser windows is now a days. Specifically I have seen some clean looking popups without borders that I would like to emulate. I realize that some people use hidden layers which wont work for me because I need to load a new page entirely.
So what would you guys recommend using to get that cool look?

Why do you need to load the whole page entirely?
There are some great ajax tools out to help your site have a good user interface.
Have a look at scriptaculous (http://script.aculo.us/).
