What compression setting are you using? (1 for lowest compression and best image quality and 99 for the most compression and poorest image quality)

I've always used Maximum (100% quality in Photoshop) for my pictures.

Depending on the image though, you could probably use GIF w/ 256 colors and it would turn out a lot smaller.
