I was wondering if anyone here knows if RoboHelp 6 is the appropriate program to create Web Knowledge Base's like something like this http://nam-en.apc.com/cgi-bin/nam_en...CountryCode=us is that something custom made by that company or would robohelp make programs like that. if robohelp isn't what i need i'd appreciate any information on what could help me develop such a knowledge base. thank you all very much !

I'm afraid that link didn't work for me.
However my advice is if you have access to a web server with php and mysql running on it that you download a free wiki tool to store your knowledge.
They are fairly quick to set up and great to storing knowledge added by many different users in a company:

Alteratively if you don't have access to these technologies try out:
