Best free or lowcost website building software with template options

Hey all, looking for a free or low cost website building software which has available templates and easy to use! also looking for somthing that doesnt charge a membership-use fee like A4desk does ....

any suggestions?

I'm guessing you're a newbie so I'd suggest 'NVU' - it's free but this forum is too paranoid to let me give you a link to it.
