How much will it cost??

I would like to build a site consisting of the main page and a contact us page..
I also need the users to log in like when you enter a forum for the first time.. Simple free registration..
When they log in they will be able to download a file i wil have uploaded..
So if we say that it will be a simple main page ( i mean simple in design )..
How much will a site like this cost?? Could you point me to the direction of a company that offers low cost solutions..??

i don't mean to ruin anyone's chance to make money but you could probably do that yourself for free.
