need help attempting to create a website

Hello,

I am trying to design a website where users are have the ability to upload their own images as well as create their own discription and among other things then applied to a database such as mysql. I was wondering if there were a software available that will assist me with this website so I wouldn't have to code from scratch??

You can try out the different software. I think most of it is free.
I'm sure you'll find something there to suit your needs.
