Web Dir UKZone - pls, review

I would really appreciate constructive feedback on my WebDir from UK (http://www.ukzone.info/) - UKZone.Info

I am interested in things, such as what do you thing of pricing for submissions, the look and feel of the directory, etc...

Personly I think the top banne rlooks veyr old & dated and well the blue background looks very awkward & 1999 webdesign :-).

What would I do, make the webiste simple have a white background & under the banner not have those tack images but mabey a nice stock image and then just the text & the search box.
An exmaple of what I think you need is www.com however to your layout of the text.
