Making a php site, need help

Im making a site where people post pictures of their contraptions they make on a game called Garry's Mod. I need to make a PHP database where people have to create accounts in order to upload images. I need to find an example that makes this php database. I also need the code to which you are able to upload images with a description. And other users can comment/vote the pictures.

It's going to be my biggest project, and I do have the required hosting space.

A php database - is that flat files or MySQL (people often get mixed up as a popular program for this is phpmyadmin).
