I'm working on a Mac and until yesterday I didn't think I had the right software to create a .ico graphic file as a favicon for a site I'm working on. There's a plugin for Photoshop available here (http://www.telegraphics.com.au/sw/) that you just drop into your File Format folder in the Plugins folder of Photoshop.
You need to create a contrast-y graphic that will be recognizable at 16x16px, resize it to those dimensions, then Save As an icon file. Follow the instructions in the ReadMe file that comes with the download to insert the right code into your HTML page.
