Learning Website w/ ecommerce

I have a client who wants a website that provides online tests. People will have to pay to view the study material and take the test. They can only take the test one time, reguardless of pass or fail. To take the test again, they will have to pay again. I have never done an ecommerce site, so I have several questions.

1) How can you implement an ecommerce site that allows you to view and take a test one time? These tests can't be downloaded. Do basic ecommerce packages, such as paypal, already have this functionality?

2) Is there a software package I can use the create online tests?

3) Is this the same as a subscription based website?

I should say that your way out of your depth on this. Try to find a sub contractor to take over the programming whiich will leave you free to concentrate on the design and styling.
