position:fixed in IE/Win.....so close!!

Hi...

I've nearly mastered fixing the position of a div in IE/Win which has proved to be a pain in the unmentionables... not quite there though.

For some reason it is creating some strange double vertical scroll bar and i have no idea why. It works perfectly in every other browser.
