Where Have I Gone Wrong?

i am trying to get the content in the left frame to be at the bottom (96%) of the entire screen not at the bottom of the frame it is in. Is there any way i can make it so that the frame on the left doesn't become longer then the computer screen? The code i'm working with is the index.html page found here:
