can anybody recomend a easy to use, free, php or cgi script that can send out html news letters. And also allow people to subscribe/unsubscribe.

You'd be best searching through some scripts sites such as:

www.needscripts.com
www.hotscripts.com

There are plenty of scripts there, each with its individual description this will give you the opportunity to analyse and decide on which is best for you. I personally prefer the php scripts that are available though.
